USLC has an ongoing contract with Yamaha.

If and when the FJ1250 becomes obsolete there could be a change, until then its not going to happen.

Not likely to happen anytime soon as they are still in current prodcution; 2014 Yamaha XJR1300

I wonder what the new Honda sealed motors are going to cost for the former USAC Focus Midget series coming back in 2014?
The liquid cooled, Roush built 300+ hp motors in the Focus Midgets were around the same price as a "fully loaded" new 1250.

USLC has sent out a series of tweets on Twitter.
There is no plan to do any sealing of the 1200

Here they are:

INEX ‏@RaceINEX
Contrary to FB posts INEX is NOT requiring 1200s to be sealed.
All 1250s must be sealed with the square seal before competition in 2014.

INEX ‏@RaceINEX
We will be visiting specific areas in the off season to inspect and seal engines.
these locations will be posted on twitter and FB.

INEX ‏@RaceINEX
if anyone has ??s or concerns please email or call me.
thanks to all our racers for competing with us this past year.  Happy Holidays!!!

I was told by the engine shop if I sent them a 1200 they would make it into a sealed 1219 with high compression.. this was about 6 months ago.

I do believe that that is still the case, you can send them your 1200 (1188) and have it built to a 1219 and sealed by USLC
