How tight is tight for carbs

I was wondering how tight to torque the bands for the carbs. I don't want to tear the rubber gaskets.

  there should be a brass spacer in between the clamp tighten till both sides touch. always check to make sure  no part of the throttle  is touching the screw when tight. press down gas pedal all the way down make sure there is no  contact on throttle plate.

I don't see a spacer there, I hate to have to wait to get 4 new bands.But I will do what I have to do.  Thanks for the help

I think that they say only like 4 lbs or torque on the clamps.
