make sure the c-clip on the shock is in the lowest position (assuming you are using 10" springs) New shocks come with the clip in the top slot which is for 8" springs.
If that is not the problem, I would take the shocks off the car, and with the front in the air, raise the wheel all the way through the range of motion and make sure it is not binding anywhere, such as the a-arm hitting the cross member or something.
