NO, at least for asphalt.
Winning your division in a qualifier gives you a guaranteed starting spot in the A Main of the Nationals. This is how they did last year at Anderson.
Day 1: Practice
Day2: Euro Qualify time Trails. Then every driver raced two heats. Heat 1 you started in order you qualified, Heat 2 it was inverted. You earned points from your heats and that determined who transferred, which was top 20. Then they were supposed to take ten from the B Main and start 30. They had 3 cars that didn't qualify, they let them race and they started 33.
They also ran a Champions race on Night two, in this they combined all divisions from Pro to YL, only the National Qualifier winners could enter.
Day 3. B Main and the A Main.
