Is this tire still ok or no?

Per the rules, is this tire still legal?

"-When the top of the wear-bar indicator is
flat across in two spots in a row on the tire (side-by-side
or in the same groove)  or the tire corner/sidewall wears
into the two triangle indicators in a row between the tread
and Federal striped band around the sidewall or the tire
shows cords (belts) at any point on the tire, that tire will
be confiscated, destroyed or drilled by the technical
inspector."

The wear bar is still ok with the tire surface, it is just flat across with the tread that is left on the outside of the tire (this is a RR).  All the wear bars on the inside of the tire are fine because of the cut, and all/most of the wear bars look like this on the outside of the RR tire.

If you have more than one wear bar that looks like that side-by-side in the same groove (circumferentially) then the tire would be deemed "illegal".  At least that is how I read that rule.

Run it until they make you take it off. When they get like that is when they are getting good. When we were at the winter nationals they were checking almost ever time you came off the track but most local places will tell you to replace it. But yes it looks like it is past the wear limits.

Looking at this tire today, if this is past the limit, does the second part to that rule ( into the triangle wear indicators on the side) ever come into play?  This tire is still way away from getting to those little triangles, but is already into the wear bars.

Are there different cuts to these tires where it would get into these triangle indicators first, or does this never happen?

I have never seen one even come close to the triangle wear bar. Those look like they are there just to let you know where to look for a were bar.
