Can a 1200 cylinder be bored to the next size or does it have to be sleeved to the next size?also what about the fj1100 cylinder can it be bored to a 1200 without sleeping it

Unless you have a set of the discontinued 1202  Wiseco pistons, the next size would be 1219, which is illegal unless built and sealed by USLC.
To take an 1100 to 1188, you would need to sleeve it, not sure if sleeves are available off the shelf, dont believe you can get the 1188 pistons other than NOS Yamaha.
I could be wrong though

So my only option would be to hone and put new rings?

You could send it to USLC, but doing it yourself, yeah, thats pretty much it
