Cam timing with blue plate

catracing:
bought a car that had a bad valve seat in it. Found another head for it and am putting it back together. This car came with the red box and blue plate on it. I need to set the cam and crank timing but do not know where to set the crank at. Anybody have advice on where to set crank/cam timing with the blue plate?
