Bottom of page 65 and beginning of page 66 of the Legends rule book, in bold letters....

 - The protest may, at the discretion of the INEX official in charge, be declined if deemed to be malicious or spiteful. INEX  may also penalize the author of a protest deemed to be malicious, spiteful, or who otherwise acts in bad faith. -

 So if the INEX official in charge is the one deemed malicious, spiteful, or otherwise acts in bad faith.... Inform Scot Reinhardt beforehand of all the threats and babbling etc.. of the techman  .. ??
