Throttle cams wont move

Hi,  I am now ready to start the engine and synch the carbs.  The problem is that now that the carbs are on the car, I cannot move the throttle up or down, it seems to be stuck against something.  Everything moved freely before installing on the engine.  What I think is the idle adjustment screw coming up from the bottom, looks to be hitting the throttle cam.  I have tried to push on it with a screw driver and pull on it with the throttle cable.
 
1. What could I have done wrong to cause this situation?
2. How are you supposed to get to the idle screw to make an adjustment?
3. When synch'ing the carbs:
       3a. What rpm's do I do it at?
       3b. There is a vacuum line attached to one of the carbs; what do I do with that line when I have the manometer hooked up to the vacuum port?  Is it OK to leave it open to the air, or should I tee into it with the manometer?

I have an engine manual coming so I won't have to keep asking these questions.

Maybe one of the carb's ring clamps are interfering with the throttle rod?

Bingo!  On cylinder #1 and #2 I had the clamps so I could get to the screw with the screw driver straight up and down, but that was causing the part of the clamp that sticks out to hit the throttle shaft where you adjust the sycnh for #1 and #2.
