Had new head gasket put on and now motor won't start blowing air out carbs checked other engine and it sucks air into carbs maybe put cams on wrong

Sounds like the cams are in wrong to me...
DONT keep trying to turn it over as these are tight tolerence motors and you dont want to crash the valves into a piston. Study the cam timing closely as well as if the cams are in the right place (intake/intake) and (Exhaust/Exhaust).

Yep, the cams are probably 180 degrees out. If they are you should be able feel suction on the exhaust outlet.

If the XJ rotor is used when installing the cams, which is 180 degrees off from the FJ rotor and the US service manuals are written on the FJ timed rotor, that is the cause.

I did use the fj manual on a 1200   Haven't had a chance to change  hopefully didn't hurt motor
