I was actually at INEX today and asked about that. They said the rulebook was just sent off to be printed and that they should be back in a week or two, and then they would assemble the packets and sent them out. So probably 3 or 4 weeks.

I actually just sent an email yesterday asking about the memberships. I got this in response:

"Member packages will begin to mail out mid to late March, 2012.  Please allow 3 to 4 weeks for processing as volume is heavy during this time.

You can call and get your number. I had to have mine for the winter nationals so I had to call. They are waiting for the rule book to come back from print.
